Fuel cool<strong>in</strong>g assured under thermal hydraulic conditions designed to ma<strong>in</strong>ta<strong>in</strong> fuel<br />

clad <strong>in</strong>tegrity, thus constitut<strong>in</strong>g an <strong>in</strong>itial conta<strong>in</strong>ment system.<br />

Conta<strong>in</strong>ment of radioactive products <strong>in</strong> the fuel but also <strong>in</strong> the primary coolant, <strong>in</strong><br />

the reactor build<strong>in</strong>g constitut<strong>in</strong>g the conta<strong>in</strong>ment, or <strong>in</strong> other parts of the plant unit.<br />

Ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g these three safety functions is the key to reactor safety.<br />

3.3.2. Potential risks, residual risks, acceptable risks<br />

Estimation of the risks associated with operation of a nuclear <strong>in</strong>stallation requires that a<br />

dist<strong>in</strong>ction be made, as for all <strong>in</strong>dustrial facilities, between potential risks, which would<br />

exist <strong>in</strong> the absence of all protective measures, and residual risks, which rema<strong>in</strong> despite<br />

provisions made to prevent accidents and, if an accident occurs, to m<strong>in</strong>imise the<br />

consequences. Nuclear safety is specifically concerned with this dual objective.
