20.4.1. Authorized discharge<br />

When a nuclear power plant is licensed, the application usually <strong>in</strong>cludes also the permit<br />

of authorized discharges of gaseous and liquid effluents. For discharge authorization, the<br />

follow<strong>in</strong>g po<strong>in</strong>ts have to be demonstrated:<br />

The generation of waste <strong>in</strong> terms of activity and volume is kept to the m<strong>in</strong>imum<br />

practicable; and<br />

All available options for waste disposal are taken <strong>in</strong>to account to ensure that the<br />

discharge to the environment is an acceptable option.<br />

The application should <strong>in</strong>clude the follow<strong>in</strong>g <strong>in</strong>formation:<br />

The characteristics and activity of the material to be discharged and the potential<br />

po<strong>in</strong>ts and methods of discharge;<br />

All significant exposure pathways by which discharged nuclides can cause public<br />

exposure; and<br />

The expected critical group doses due to the planned discharges.<br />

Sett<strong>in</strong>g the dose constra<strong>in</strong>ts<br />

The general annual radiation dose limit for the members of the public is 1 mSv. Due to<br />

allowances made for future unknown practices, and exempted sources etc., the dose<br />

constra<strong>in</strong>t from any particular practice has to be well below 1 mSv. In different countries,<br />

the dose constra<strong>in</strong>ts for the most exposed population groups (critical groups) applied for<br />

nuclear fuel facilities usually vary between 0.1 mSv/a and 0.3 mSv/a, nuclear power<br />

plants represent<strong>in</strong>g the lower end.<br />

Optimization of protection<br />

The <strong>in</strong>itial step of optimization of protection is to ensure that the doses from the<br />
