<strong>Regional</strong> <strong>Basic</strong> <strong>Professional</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>Course</strong> (BPTC) on Nuclear Safety<br />

Keys for bypass<strong>in</strong>g safety functions are properly safeguarded and the procedures to<br />

use these keys are strictly followed.<br />

Audits of temporary modifications are made to assess their cont<strong>in</strong>ued applicability<br />

and to check conformity of recorded temporary modifications with those <strong>in</strong> the<br />

field.<br />

Efforts are made to m<strong>in</strong>imize the number of temporary modifications.<br />

Permanent modifications proposed by technical support groups, or other groups, are<br />

reviewed by the operat<strong>in</strong>g staff prior to implementation. Necessary modifications are<br />

made to the operat<strong>in</strong>g procedures and controlled plant documents, <strong>in</strong>clud<strong>in</strong>g those <strong>in</strong> the<br />

control room. The operat<strong>in</strong>g group is tra<strong>in</strong>ed before the implementation of any<br />

modification, particularly if operation of safety related systems is affected.<br />

Surveillance tests are carried out by operations, ma<strong>in</strong>tenance, or other groups are well<br />

prepared and are co‐ord<strong>in</strong>ated. The test procedures are approved by responsible persons.<br />

The results of tests are reported to the operations staff. Observed malfunctions are<br />

reviewed by the shift supervisor aga<strong>in</strong>st the requirements <strong>in</strong> LCO.<br />

There are procedures and <strong>in</strong>structions for carry<strong>in</strong>g out non‐rout<strong>in</strong>e tests. These require a<br />

formal program conta<strong>in</strong><strong>in</strong>g step‐by‐step procedures, <strong>in</strong> the same manner as required for<br />

rout<strong>in</strong>e tests. The procedures conta<strong>in</strong> remarks po<strong>in</strong>t<strong>in</strong>g out any special precautions to be<br />

observed. Possible risks are analyzed and the procedures call attention to them. Actions to<br />

be taken if a problem arises <strong>in</strong> the course of the test are considered and clearly specified.<br />

The test program is approved by <strong>in</strong>dependent experts and, as a m<strong>in</strong>imum, by the Head of<br />

Operations prior to conduct of the test.<br />
