10-A. Limit<strong>in</strong>g Conditions for Operation<br />

As a result of the efforts made to improve the problems stated above, an improved<br />

standard operational technical specifications for pressurized water reactors was developed<br />

by the NUREG report (NUREG‐1431,‐1432).<br />

The improved operational technical specifications are slightly different compared to the<br />

standard operational technical specifications. In other words the safety system limit<strong>in</strong>g<br />

sett<strong>in</strong>gs have been moved to the LCOs and the LCOs and surveillance requirements have<br />

been merged as one. Largely, the technical specifications are fundamentally divided <strong>in</strong>to<br />

5 sections: ① Def<strong>in</strong>itions, ② Safety Limits, ③ LCOs and Surveillance Requirements, ④<br />

Design Characteristics, and ⑤ Adm<strong>in</strong>istrative Controls. Compared with the standard<br />

operational technical specifications the follow<strong>in</strong>gs have been modified or have been<br />

improved.<br />

LCO's selection criteria were clearly stated and the number of LCOs is reduced<br />

greatly;<br />

Human factors pr<strong>in</strong>ciples applied to layout and tabular format, were used to<br />

improve convenience of use and readability;<br />

Technical backgrounds and basis of LCOs are described <strong>in</strong> detail.<br />

In relation to these improvements the LCO selection criteria of the improved standard<br />

operational technical specifications are summarized <strong>in</strong>to the 4 follow<strong>in</strong>g statements.<br />

Criterion 1: Installed <strong>in</strong>strumentation that is used to detect, and <strong>in</strong>dicate <strong>in</strong> the<br />

control room;<br />

Criterion 2: A process variable, design feature, or operat<strong>in</strong>g restriction that is an<br />

<strong>in</strong>itial condition of a Design Basis Accident or Transient analysis;
