The "operation of nuclear reactor facilities" section <strong>in</strong> the operational technical<br />

specifications is written to prove that the NPP is operat<strong>in</strong>g with<strong>in</strong> the range of the f<strong>in</strong>al<br />

safety analysis report accord<strong>in</strong>g to configured operation facilities and operation variables<br />

and also to <strong>in</strong>sure the safe operation of the NPP to protect employees as well as the<br />

public. Abide by the operational technical specifications, an overall operation of the<br />

facilities are ma<strong>in</strong>ta<strong>in</strong>ed with<strong>in</strong> the limits set by safety analysis reports. Assumptions <strong>in</strong><br />

the safety analysis report are as the follow<strong>in</strong>g.<br />

Physical characteristics of the facilities, for example the characteristic <strong>in</strong> which the<br />

facility is expected to ma<strong>in</strong>ta<strong>in</strong> a fixed condition;<br />

Condition of equipment, for example operability of system and equipment;<br />

Operational status of equipment, for example variables of physical equipment such<br />

as operational status or location;<br />

Values of operational variables, for example, mass flowrate, temperature, and<br />

pressure;<br />

Condition of equipment and structure, for example the status of ma<strong>in</strong>tenance<br />

quality.<br />

10.4.2. Legal Requirements<br />

Operational technical specifications must be prepared accord<strong>in</strong>g to legal requirement and<br />

<strong>in</strong> addition, the utility is responsible for follow<strong>in</strong>g operational technical specifications.<br />

Accord<strong>in</strong>g to article 11 (construction permit) of the Atomic Energy Act, licensees<br />

wish<strong>in</strong>g to receive construction permit of a NPP or its related facilities must submit a<br />

prelim<strong>in</strong>ary safety analysis report, and accord<strong>in</strong>g to clause 3 number 16 of enforcement<br />
