15. Operational Safety<br />

updated fire safety analysis. Such arrangements shall <strong>in</strong>clude the application of the<br />

pr<strong>in</strong>ciple of defense <strong>in</strong> depth, the impact of plant modifications on fire fight<strong>in</strong>g, the<br />

control of combustibles and ignition sources, the <strong>in</strong>spection, ma<strong>in</strong>tenance and test<strong>in</strong>g of<br />

fire protection measures, the establishment of manual fire fight<strong>in</strong>g capability, and the<br />

tra<strong>in</strong><strong>in</strong>g of plant personnel.<br />

15.1.1.5. Emergency preparedness<br />

The operat<strong>in</strong>g organization shall establish the necessary organizational structure and<br />

assign responsibilities for manag<strong>in</strong>g emergencies. The emergency plan shall be prepared<br />

to cover all activities with<strong>in</strong> its responsibilities, to be carried out <strong>in</strong> the event of an<br />

emergency. This plan shall be coord<strong>in</strong>ated with those of all other bodies, <strong>in</strong>clud<strong>in</strong>g public<br />

authorities, hav<strong>in</strong>g responsibilities <strong>in</strong> an emergency situation, and shall be submitted to<br />

the regulatory body. The emergency plan also shall <strong>in</strong>clude arrangements for emergency<br />

situations <strong>in</strong>volv<strong>in</strong>g a comb<strong>in</strong>ation of non‐nuclear and nuclear hazards, such as fires <strong>in</strong><br />

the presence of significant radiation and contam<strong>in</strong>ation levels, or the presence of toxic or<br />

asphyxiat<strong>in</strong>g gases <strong>in</strong> conjunction with radiation and contam<strong>in</strong>ation, tak<strong>in</strong>g account the<br />

specific site conditions.<br />

Site personnel shall be tra<strong>in</strong>ed <strong>in</strong> the performance of their duties <strong>in</strong> an emergency. There<br />

shall be exercises of the emergency plans, some of which shall be witnessed by the<br />

regulatory body at suitable <strong>in</strong>tervals. On some occasions, these exercises shall <strong>in</strong>clude the<br />

participation of as many of the organizations concerned as possible. The plans shall be<br />

subject to review and<br />

updat<strong>in</strong>g <strong>in</strong> the light of experience ga<strong>in</strong>ed<br />

Instruments, tools, equipment, documentation, and communication systems to be used <strong>in</strong><br />

emergency situations shall be kept available and ma<strong>in</strong>ta<strong>in</strong>ed <strong>in</strong> good operat<strong>in</strong>g condition,<br />

<strong>in</strong> such a manner that they are unlikely to be affected or to be made unavailable by the
