16. In‐Plant Accident Management<br />

And a set of guidel<strong>in</strong>es conta<strong>in</strong><strong>in</strong>g <strong>in</strong>structions for actions <strong>in</strong> the framework of severe<br />

accident management is called severe accident management guidel<strong>in</strong>e (SAMG).<br />

This severe accident management, like the majority of nuclear plant safety issues which<br />

have evolved over the last 20 years, is an extension to a system of safety improvements <strong>in</strong><br />

response to the 1979 TMI accidents. It needs to be emphasized that the ma<strong>in</strong> philosophy<br />

with<strong>in</strong> the US <strong>in</strong>dustry approach is to exploit exist<strong>in</strong>g plant capability <strong>in</strong> severe accident<br />

mitigation and preclude the need for plant hardware change. It is “do one’s best with what<br />

one have” concept.<br />

In contrast, the European <strong>in</strong>dustry re<strong>in</strong>forced the defence‐<strong>in</strong>‐depth concept with a more<br />

hardware oriented approach; filtered conta<strong>in</strong>ment vents were designed and <strong>in</strong>stalled,<br />

catalytic hydrogen recomb<strong>in</strong>ers were <strong>in</strong>stalled, etc. Serious effort was <strong>in</strong>itiated <strong>in</strong><br />

Sweden, for example, <strong>in</strong> plant modification and implementation of SAM procedures by<br />

the end of 80’s. Similar efforts were also underway <strong>in</strong> European countries. But severe<br />

accident and its mitigation became part of the design consideration <strong>in</strong> the construction of<br />

new plants <strong>in</strong> many countries. For operat<strong>in</strong>g plants, <strong>Korea</strong> is follow<strong>in</strong>g the philosophy of<br />

US <strong>in</strong>dustry SAMG, but for new plants some mitigative features are required <strong>in</strong> design.<br />

The guidel<strong>in</strong>e alone is not all that is needed for SAM development and implementation.<br />

We need other elements also and a set of these elements constitute the severe accident<br />

management program (SAMP). These fundamental elements, and a brief def<strong>in</strong>ition of<br />

each, are as follows ;<br />
