<strong>Regional</strong> <strong>Basic</strong> <strong>Professional</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>Course</strong> (BPTC) on Nuclear Safety<br />

identify management aspects and make improvements. It is on‐go<strong>in</strong>g process that<br />

determ<strong>in</strong>es how well leadership is be<strong>in</strong>g provided to meet requirements and expectations.<br />

It is performed at all levels with an emphasis on the allocation of human and f<strong>in</strong>ancial<br />

resources to achieve organizational goals and objectives. At senior management level, it<br />

means to assess if the overall performance focuses on meet<strong>in</strong>g strategic goals, <strong>in</strong>clud<strong>in</strong>g<br />

safety goals. At l<strong>in</strong>e management level, it means to rely on surveillance and review of<br />

work performance. Examples are review of procedures and records, regular facility tours<br />

<strong>in</strong>clud<strong>in</strong>g attention to safety issues.<br />

Subjects for self‐assessment of safety issues <strong>in</strong>clude the follow<strong>in</strong>g:<br />

Safety results/trends/<strong>in</strong>dicators;<br />

Effectiveness of management procedures/ work <strong>in</strong>structions;<br />

Organizational issues, responsibilities, tra<strong>in</strong><strong>in</strong>g, communication, <strong>in</strong>terfaces etc.;<br />

Overall performance, <strong>in</strong>clud<strong>in</strong>g operational experience feedback;<br />

Mission of the organization, <strong>in</strong>clud<strong>in</strong>g safety goals and objectives.<br />

Peer evaluation is a critical exam<strong>in</strong>ation of specific nuclear safety related subjects by<br />

senior staff from other NPPs to seek improvements and to promote good practices. Senior<br />

management should consider develop<strong>in</strong>g, on the basis of best <strong>in</strong>ternational practices, a set<br />

of performance <strong>in</strong>dicators, objective standards and criteria aga<strong>in</strong>st which safety<br />

performance can be evaluated.<br />

Periodic safety review ‐ Systematic safety reassessments of the plant <strong>in</strong> accordance with<br />

the regulatory requirements is performed by the operat<strong>in</strong>g organization throughout its<br />

operational lifetime, with account taken of operat<strong>in</strong>g experience and significant new<br />

safety <strong>in</strong>formation from all relevant sources. A comprehensive periodic safety review<br />
