<strong>Regional</strong> <strong>Basic</strong> <strong>Professional</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>Course</strong> (BPTC) on Nuclear Safety<br />

The APPRE was promulgated <strong>in</strong> May 2003, <strong>in</strong> order to establish an effective national<br />

system for a physical protection of the nuclear materials and the nuclear facilities <strong>in</strong><br />

<strong>Korea</strong> and to prepare a legal and an <strong>in</strong>stitutional basis for prevent<strong>in</strong>g them from a<br />

radiological disaster as well as establish<strong>in</strong>g the countermeasures aga<strong>in</strong>st a radiological<br />

emergency. This Law came <strong>in</strong>to force <strong>in</strong> February 2004. The detailed standards and<br />

criteria for prepar<strong>in</strong>g a radiological emergency preparedness plan are described <strong>in</strong> the<br />

M<strong>in</strong>isterial Notice No. 2004‐11 by MOST (titled, "Standards on the Establishment and<br />

Implementation of a Radiological Emergency Plan for a Nuclear Licensee").<br />

17.2. IMPLEMENTATION OF THE EMERGENCY<br />

PREPAREDNESS MEASURES<br />

The national radiological emergency plan (the master plan and the yearly implementation<br />

plan of MEST) consists of five parts, namely, the establishment of an emergency<br />

response organization, an emergency classification and response, protective measures,<br />

emergency response facilities and equipment, and emergency tra<strong>in</strong><strong>in</strong>g and the exercises,<br />

as shown <strong>in</strong> Table 1.<br />
