The dose limits for the normal exposure of workers and members of the public shall be<br />

applied. Radiation protection of any persons who are exposed as a result of<br />

decommission<strong>in</strong>g activities shall be optimized with due regard to the relevant dose<br />

constra<strong>in</strong>ts.<br />

In addition to provisions for protection aga<strong>in</strong>st normal exposures, provision shall be made<br />

dur<strong>in</strong>g decommission<strong>in</strong>g for protection aga<strong>in</strong>st, and mitigation of, potential exposures<br />

that may result from an <strong>in</strong>cident or accident. However, if the <strong>in</strong>cident is of such a nature<br />

as to warrant an <strong>in</strong>tervention, other applicable IAEA safety standards shall be <strong>in</strong>voked[4].<br />

A safety culture shall be fostered and ma<strong>in</strong>ta<strong>in</strong>ed <strong>in</strong> both the operat<strong>in</strong>g organization and<br />

the regulatory body <strong>in</strong> order to encourage a question<strong>in</strong>g and learn<strong>in</strong>g attitude to safety<br />

and to discourage complacency[3]. Individuals responsible for decommission<strong>in</strong>g<br />

activities shall be tra<strong>in</strong>ed to appropriate levels of awareness of health, safety and<br />

environmental matters.<br />

Environmental radiation protection, consistent with that for a practice, shall be<br />

ma<strong>in</strong>ta<strong>in</strong>ed dur<strong>in</strong>g the entire decommission<strong>in</strong>g process and beyond if a facility is released<br />

with restrictions on future use. If there are no such restrictions, the site and the facility<br />

shall meet the pert<strong>in</strong>ent regulatory end po<strong>in</strong>t criteria.<br />

19.1.3. RESPONSIBILITIES ASSOCIATED WITH<br />

DECOMMISSIONING<br />

Each Member State where organizations use, possess, store or handle radioactive material<br />

shall <strong>in</strong>clude provisions <strong>in</strong> its national legal framework for decommission<strong>in</strong>g. All phases<br />

of decommission<strong>in</strong>g, from the <strong>in</strong>itial plant of the f<strong>in</strong>al release of the facility from<br />

regulatory control, shall be regulated.<br />
