<strong>Regional</strong> <strong>Basic</strong> <strong>Professional</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>Course</strong> (BPTC) on Nuclear Safety<br />

Large organizations with significant impact on nuclear plant safety provide <strong>in</strong>dependent<br />

<strong>in</strong>ternal management units with responsibility for the surveillance of nuclear safety<br />

activities. As a matter of policy, all organizations arrange for regular review of those of<br />

their practices that contribute to nuclear plant safety.<br />

When corporate level commitment for safety is publicly asserted and well known, it<br />

shows the stance of corporate management <strong>in</strong> relation to its social responsibilities, and<br />

demonstrates also an organization's will<strong>in</strong>gness to be open <strong>in</strong> safety matters.<br />

21.1.2. Requirements on managers<br />

The attitudes of <strong>in</strong>dividuals are greatly <strong>in</strong>fluenced by their work<strong>in</strong>g environment. The key<br />

to an effective Safety Culture <strong>in</strong> <strong>in</strong>dividuals is found <strong>in</strong> the practices mould<strong>in</strong>g the<br />

environment and foster<strong>in</strong>g attitudes conducive to safety. It is the responsibility of<br />

managers to <strong>in</strong>stitute such practices <strong>in</strong> accordance with their organization's safety policy<br />

and objectives.<br />

Discharge of <strong>in</strong>dividual responsibilities is facilitated by unique and clear l<strong>in</strong>es of<br />

authority. Managers ensure that work on matters related to nuclear safety is carried out <strong>in</strong><br />

a rigorous manner.<br />

Managers ensure that the staffs are fully competent for their duties. Instruction <strong>in</strong>stils<br />

more than technical skills or familiarity with detailed procedures to be followed<br />

rigorously. These essential requirements are supplemented by broader tra<strong>in</strong><strong>in</strong>g, sufficient<br />

to ensure that <strong>in</strong>dividuals understand the significance of their duties and the consequences<br />

of mistakes aris<strong>in</strong>g from misconceptions or lack of diligence.<br />
