12. Surveillance Programmes<br />

The surveillance programme <strong>in</strong>cludes tightness checks, leak tests of all other systems and<br />

components designed to conta<strong>in</strong> radioactive materials, or cont<strong>in</strong>uous test<strong>in</strong>g as<br />

appropriate.<br />

12.2.3. Surveillance of safety systems<br />

The surveillance covers SS&C provided to shut down the reactor and keep it shut down,<br />

to ensure that safety limits are not exceeded either under anticipated operational<br />

occurrences or dur<strong>in</strong>g <strong>in</strong>itial operation of systems required to mitigate the consequences<br />

of accident conditions. The latter <strong>in</strong>cludes:<br />

Protection of primary systems aga<strong>in</strong>st unacceptable pressure surges (steam<br />

dump<strong>in</strong>g, safety and relief valve actuation, etc.); and<br />

Actuation of protective systems as <strong>in</strong>tended.<br />

The surveillance demonstrates the availability of the protection system, <strong>in</strong>clud<strong>in</strong>g all<br />

redundant parts, verifies the set po<strong>in</strong>ts at which actuation occurs and the acceptability of<br />

all response times.<br />

All SS&C with functions that mitigate the consequences of accident conditions should be<br />

subjected to periodic surveillance to demonstrate their availability and effectiveness to the<br />

fullest extent practicable and to detect any degradation of their performance. These<br />

functions <strong>in</strong>clude, if applicable, but are not necessarily limited to:
