10-A. Limit<strong>in</strong>g Conditions for Operation<br />

Where secondary conta<strong>in</strong>ment is provided, it shall be ventilated and kept under<br />

appropriate negative pressure as described <strong>in</strong> the safety report to ensure that any possible<br />

direct leakage would rema<strong>in</strong> below the value assumed. Appropriate limits <strong>in</strong> terms of<br />

pressure or leakage rates shall be stated.<br />

Seismic monitors<br />

Where applicable, operability requirements for seismic monitor<strong>in</strong>g <strong>in</strong>strumentation shall<br />

be stated. Sett<strong>in</strong>gs shall be established for alarms or for any corrective action consistent<br />

with the safety report. The number of devices specified shall be sufficient to ensure that<br />

any required automatic action is <strong>in</strong>itiated at the specified limits.<br />

Fuel handl<strong>in</strong>g<br />

Operational requirements and procedures shall be stated for fuel and absorber handl<strong>in</strong>g.<br />

These measures shall <strong>in</strong>clude limits on the quantity of fuel which can be handled<br />

simultaneously and, if required, on temperature and decay time of irradiated fuel.<br />

Consideration shall be given to the prevention of movements of heavy equipment, such as<br />

the fuel‐shipp<strong>in</strong>g cask, above stored irradiated fuel. If appropriate, the operability of fuel<br />

handl<strong>in</strong>g equipment shall be stated.<br />

Provision shall be made for monitor<strong>in</strong>g the core reactivity dur<strong>in</strong>g fuel load<strong>in</strong>g or refuel<strong>in</strong>g<br />

operations to ensure that the reactivity requirements are met. The procedures and<br />

<strong>in</strong>strumentation required for such monitor<strong>in</strong>g shall be specified.<br />

To ensure that operations which might give rise to nuclear excursions or radiation hazards<br />

are not undertaken dur<strong>in</strong>g fuel movements, requirements for communication between the<br />

fuel handl<strong>in</strong>g personnel and the operat<strong>in</strong>g personnel <strong>in</strong> the control room shall be stated.<br />

The conditions for irradiated fuel storage shall be stated and shall <strong>in</strong>clude m<strong>in</strong>imum
