21. Safety Culture<br />

“Safety” is the pivot <strong>in</strong> the public debate on nuclear energy. It is a prerequisite for the<br />

future of nuclear power, as it was the centre of our endeavours for development <strong>in</strong> the<br />

past, from the very beg<strong>in</strong>n<strong>in</strong>g of nuclear electricity production. Look<strong>in</strong>g back, we can<br />

dist<strong>in</strong>guish three different approaches to enhance safety:<br />

From the start, and at the time of the commercial breakthrough of nuclear power<br />

plants, the focus has been on technical solutions. Pursu<strong>in</strong>g this strategy, we<br />

developed very reliable, but complex mach<strong>in</strong>es. With <strong>in</strong>creas<strong>in</strong>g success, reliability<br />

and safety tended to approach a limit, all further improvements were more and<br />

more counterbalanced by added complexity.<br />

Then, human performance problems became the focus of attention. This brought<br />

about significant improvements of the man‐mach<strong>in</strong>e‐<strong>in</strong>terface, lead<strong>in</strong>g to a<br />

substantial lower probability of a human be<strong>in</strong>g to err when perform<strong>in</strong>g his job <strong>in</strong> a<br />

NPP. But aga<strong>in</strong>, we gradually seem to approach a limit that cannot be exceeded<br />

when follow<strong>in</strong>g this strategy: Increas<strong>in</strong>gly, more of the fixes of problems we<br />

establish, either simply do not hold for a long time, or they just create another<br />

problem somewhere else.<br />

For further real improvements, we have to go beyond technical design and beyond<br />

the performance of <strong>in</strong>dividuals and their <strong>in</strong>teractions with components and<br />

technical systems. We also have to <strong>in</strong>clude <strong>in</strong>to our reflections and endeavours
