10.4. LCOs DOCUMENT ‐ KOREA EXPERIENCE<br />

10.4.1. Introduction<br />

Operational technical specifications regulate the operational limits and action items based<br />

on safety analysis of design basis accidents. The purpose of operational technical<br />

specifications is to impose those conditions of limitations upon reactor operations<br />

necessary to obviate the possibility of an abnormal situation or event giv<strong>in</strong>g rise to an<br />

immediate threat to the public health and safety by identify<strong>in</strong>g those features that are of<br />

controll<strong>in</strong>g importance to safety and establish<strong>in</strong>g on their certa<strong>in</strong> conditions of operation<br />

which cannot be changed without prior regulatory body approval.<br />

Operational technical specifications consists of, "Operation of Nuclear Reactor<br />

Facilities", "Radiation and Environment of Nuclear Reactor Facilities" and "The<br />

Adm<strong>in</strong>istrative Control of Nuclear Reactor Facilities". Accord<strong>in</strong>g to article 21 clause 2 of<br />

the Atomic Energy Act(Operat<strong>in</strong>g License), the licensees must submit an operational<br />

technical specifications when apply<strong>in</strong>g for operat<strong>in</strong>g license, and accord<strong>in</strong>g to article 16<br />

of the Enforcement Regulation (items needed to be <strong>in</strong>cluded <strong>in</strong> operational technical<br />

specifications), the operational technical specifications must <strong>in</strong>clude safety limit, LCOs,<br />

surveillance requirements, design characteristics, radiation protection, environmental<br />

preservation from nuclear plant facilities, and adm<strong>in</strong>istrative control. In the US, the<br />

contents of the "operation of nuclear reactor facilities," and "adm<strong>in</strong>istrative control of<br />

nuclear reactor facilities" are described <strong>in</strong> 10CFR 50.36 (technical specifications)
