7. Quality Assurance<br />

Limitation of Quality Control: In the traditional quality control methodology, i.e.<br />

<strong>in</strong>spection, the <strong>in</strong>spector's responsibility is to f<strong>in</strong>d problems related to the products and<br />

the responsibility to resolve the problem lies with the producer. Quality control which<br />

rely only on such <strong>in</strong>spection has the follow<strong>in</strong>g disadvantage.<br />

The reliability of quality achievement is lowered.<br />

Additional <strong>in</strong>spections are necessary to guarantee that the products are acceptable.<br />

For cont<strong>in</strong>ued high level of results, numerous <strong>in</strong>spectors are needed.<br />

If only <strong>in</strong>spections are made for construction and operation of the nuclear power<br />

plants, the <strong>in</strong>spection manpower and its expenses will be tremendously high.<br />

Quality assurance and safety: In the United States <strong>in</strong> 1900s, numerous boiler explosion<br />

accidents occurred which resulted <strong>in</strong> the first law for the production of steam boilers. In<br />

1914, the American Society of Mechanical Eng<strong>in</strong>eers (ASME) published the Boiler and<br />

Pressure Vessel Code, Section 1, Power Boiler, through its boiler and pressure vessel<br />

standard committee which was established <strong>in</strong> 1911. Due to major accidents, the public<br />

concern <strong>in</strong>creased and necessitated the safety regulation. In 1967, the United States<br />

Nuclear Regulatory Commission (USNRC) prepared a draft of quality assurance program<br />

requirements for safety related items of nuclear power programs, and <strong>in</strong> 1970, the 10<br />

CFR 50, Appendix B was proclaimed.<br />
