(8) To enforce regulatory requirements;<br />

(9) To communicate directly with higher level governmental authorities when such<br />

communication is considered to be necessary to exercise effectively the functions<br />

of the body;<br />

(10) To obta<strong>in</strong> such documents and op<strong>in</strong>ions from private or public organizations or<br />

persons, as may be necessary and appropriate;<br />

(11) To communicate <strong>in</strong>dependently its regulatory requirements, decisions and op<strong>in</strong>ions<br />

and their basis to the public;<br />

(12) To make available, to other government bodies, national and <strong>in</strong>ternational<br />

organizations and the public, <strong>in</strong>formation on <strong>in</strong>cidents, abnormal occurrences and<br />

other <strong>in</strong>formation as appropriate;<br />

(13) To liaise and co‐ord<strong>in</strong>ate with other governmental or non‐governmental bodies<br />

hav<strong>in</strong>g competence <strong>in</strong> such areas as health and safety, environmental protection<br />

and security, and transport of dangerous goods; and<br />

(14) To liaise with regulatory bodies <strong>in</strong> other countries and <strong>in</strong>ternational organizations<br />

to promote co‐operation and exchange of regulatory <strong>in</strong>formation.<br />

3.7.2. Responsibilities and functions of the regulatory body<br />

In order to fulfill its statutory obligations, the regulatory body shall def<strong>in</strong>e policies, safety<br />

pr<strong>in</strong>ciples and associated criteria as a basis for its regulatory actions. In fulfill<strong>in</strong>g its<br />

statutory obligations, the regulatory body shall undertake the follow<strong>in</strong>g ma<strong>in</strong><br />

responsibilities and functions:<br />

(1) Establish, promote or adopt regulations and guides, upon which its regulatory<br />

actions are based;<br />

(2) Review and assess submissions on safety from the operators both prior to<br />
