19. Decommission<strong>in</strong>g<br />

Adequate f<strong>in</strong>ancial resources to cover the costs associated with safe decommission<strong>in</strong>g,<br />

<strong>in</strong>clud<strong>in</strong>g the management of the result<strong>in</strong>g waste, shall be available when needed, even <strong>in</strong><br />

the event of premature shutdown of the facility. F<strong>in</strong>ancial assurances to provide for the<br />

required resources shall be <strong>in</strong> place before authorization to operate the facility is given.<br />

The amount of f<strong>in</strong>ancial assurance obta<strong>in</strong>ed shall be consistent with a facility specific<br />

cost estimate and shall be changed if the cost estimate <strong>in</strong>creases or decreases. The cost<br />

estimate shall be reviewed as part of the periodic review of the decommission<strong>in</strong>g plan.<br />

If f<strong>in</strong>ancial assurance for the decommission<strong>in</strong>g of an exist<strong>in</strong>g facility has not yet been<br />

obta<strong>in</strong>ed, suitable fund<strong>in</strong>g provision shall be put <strong>in</strong> place as soon as possible. Provisions<br />

for f<strong>in</strong>ancial assurance shall be required prior to license renewal or extension.<br />

If the decommissioned facility is released with restrictions on its future use, f<strong>in</strong>ancial<br />

assurance that is adequate to ensure that all necessary controls rema<strong>in</strong> effective shall be<br />

obta<strong>in</strong>ed before authorization is term<strong>in</strong>ated.<br />

19.1.7. DECOMMISSIONING MANAGEMENT<br />

An organization for the management and implementation of decommission<strong>in</strong>g shall be<br />

established as part of the operat<strong>in</strong>g organization, with the responsibility for ensur<strong>in</strong>g that<br />

decommission<strong>in</strong>g will be conducted safely. The decommission<strong>in</strong>g management’s<br />

report<strong>in</strong>g hierarchy and l<strong>in</strong>es of authority shall be such that they do not create conflicts<br />

between organizations that could compromise safety dur<strong>in</strong>g decommission<strong>in</strong>g.<br />

The ultimate responsibility for safety shall rema<strong>in</strong> with the operat<strong>in</strong>g organization,<br />

although it is permissible to delegate the performance of specific tasks to a subcontractor.
