10-A. Limit<strong>in</strong>g Conditions for Operation<br />

Action statements: statements of actions to be taken by operat<strong>in</strong>g staff <strong>in</strong> the event<br />

of various abnormal conditions, which may take the form of emergency operat<strong>in</strong>g<br />

<strong>in</strong>structions or similar procedures.<br />

The LCOs should <strong>in</strong>clude requirements related to all modes of normal operation,<br />

<strong>in</strong>clud<strong>in</strong>g:<br />

Approach to reactor criticality;<br />

Start‐up and power ascension;<br />

Operation at steady power;<br />

Maneuver<strong>in</strong>g ‐ power <strong>in</strong>crease and decrease;<br />

Shutdown to hot standby;<br />

Shutdown to cold standby;<br />

Operations conducted with the reactor shutdown, such as fuel handl<strong>in</strong>g;<br />

Ma<strong>in</strong>tenance, surveillance, and test<strong>in</strong>g both dur<strong>in</strong>g operation and shutdown.<br />

In addition, limits and conditions on recover<strong>in</strong>g from off normal events, such as safety<br />

system activation or various PIEs, may be <strong>in</strong>cluded.<br />

10.1.2.3. Implementation of LCOs<br />

Operational limits and conditions should be implemented <strong>in</strong> the technical specifications<br />

document for the plant, and reflected <strong>in</strong> operat<strong>in</strong>g <strong>in</strong>structions and procedures. It is<br />

essential that the LCOs be readily available to operators, technical support personnel, and<br />

ma<strong>in</strong>tenance personnel. Especially, it is important that the <strong>in</strong>formation and limits be<br />

stated <strong>in</strong> terms that are easily measurable and identifiable to the personnel need<strong>in</strong>g the
