15.1.2. Qualification and tra<strong>in</strong><strong>in</strong>g<br />

The operat<strong>in</strong>g organization bears prime responsibility for the qualification of the NPP<br />

personnel. In connection to that, it shall def<strong>in</strong>e the qualifications and experience criteria<br />

to be met by personnel perform<strong>in</strong>g duties affect<strong>in</strong>g safety. Suitably qualified personnel<br />

shall be selected and given the necessary tra<strong>in</strong><strong>in</strong>g and <strong>in</strong>struction to enable them to<br />

perform their duties correctly <strong>in</strong> relation to the operational states of the plant, and <strong>in</strong> the<br />

case of accidents, <strong>in</strong> accordance with appropriate operat<strong>in</strong>g or emergency procedures.<br />

Persons perform<strong>in</strong>g certa<strong>in</strong> functions important to safety shall be required to hold a<br />

formal authorization; this may be issued or acknowledged by the regulatory body <strong>in</strong><br />

accordance with national requirements.<br />

The plant manager is directly responsible for the qualification of plant staff and shall<br />

support the tra<strong>in</strong><strong>in</strong>g organization with the necessary resources and facilities. L<strong>in</strong>e<br />

managers and supervisors shall be responsible for the competence of their personnel.<br />

They shall be <strong>in</strong>volved <strong>in</strong> def<strong>in</strong><strong>in</strong>g the tra<strong>in</strong><strong>in</strong>g needs, and ensur<strong>in</strong>g that the tra<strong>in</strong><strong>in</strong>g<br />

provided reflects operat<strong>in</strong>g experiences. Managers and supervisors shall ensure that<br />

production requirements do not conflict with the conduct of the tra<strong>in</strong><strong>in</strong>g program.<br />

Performance based programs for <strong>in</strong>itial and cont<strong>in</strong>u<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g shall be developed and<br />

implemented for each major group of personnel. The content of each program should be<br />

based on a systematic approach. <strong>Tra<strong>in</strong><strong>in</strong>g</strong> programs shall encourage positive attitudes to<br />

nuclear safety. A program shall be implemented to ensure that operational experience<br />

feedback of events at the plant concerned, as well as of applicable events at other plants<br />

are appropriately factored <strong>in</strong>to the tra<strong>in</strong><strong>in</strong>g program. The program shall ensure that<br />
