15. Operational Safety<br />

The operat<strong>in</strong>g organization shall ensure that a suitable surveillance program, <strong>in</strong>clud<strong>in</strong>g<br />

evaluation and retention of results necessary to ensure compliance with the LCO, is<br />

established and correctly implemented.<br />

The appropriate program shall be established to ensure that deviations from the LCO are<br />

documented and reported <strong>in</strong> an appropriate manner, and appropriate actions are taken,<br />

<strong>in</strong>clud<strong>in</strong>g an update of the safety analysis report if required.<br />

15.1.4.2. Operat<strong>in</strong>g <strong>in</strong>structions and procedures<br />

All activities that may affect safety shall be conducted <strong>in</strong> accordance with established<br />

procedures. A comprehensive adm<strong>in</strong>istrative procedure shall be established, which<br />

conta<strong>in</strong>s the rules of development, elaboration, validation, acceptance, modification and<br />

withdrawal of operat<strong>in</strong>g <strong>in</strong>structions and procedures. Operat<strong>in</strong>g procedures shall be<br />

developed which provide comprehensive coverage of normal, abnormal and emergency<br />

conditions, <strong>in</strong> accordance with the policy of the operat<strong>in</strong>g organization and the<br />

requirements of the regulatory body. Close adherence to written operat<strong>in</strong>g procedures<br />

shall be an essential element of safety policy at the power plant. The operat<strong>in</strong>g procedures<br />

for normal operation shall be developed to ensure that the plant is operated with<strong>in</strong> the<br />

Limit<strong>in</strong>g Conditions for Operation.<br />

Procedures for abnormal conditions and design basis accidents shall be developed, either<br />

event‐based or symptom‐based. Emergency operat<strong>in</strong>g procedures or severe accident<br />

management guidance for manag<strong>in</strong>g beyond design basis accidents shall be developed.<br />

If there is a need to conduct a non‐rout<strong>in</strong>e operation, test or experiment it shall be the<br />

subject of a safety review. The specific limits and conditions shall be determ<strong>in</strong>ed and a
