2. Radiation Protection<br />

The International Commission on Radiation Protection (ICRP) aims to provide a general<br />

system of radiological protection that can be applied to any situation <strong>in</strong> which humans<br />

are, or are likely to be, exposed to radiation [1]. It publishes recommendations, the latest<br />

be<strong>in</strong>g ICRP 103 [1], which draw on scientific evidence as well as us<strong>in</strong>g value judgments<br />

to assess the relative risks of radiation exposure.<br />

At low dose levels, which are the ma<strong>in</strong> concern for protection of the general population, it<br />

is most important to establish whether or not there exists a dose threshold below which no<br />

effect is present. If there is not, then a f<strong>in</strong>ite risk must always be accepted however low<br />

the dose. Conversely, if there is a threshold, it no longer becomes possible to apply the<br />

follow<strong>in</strong>g proportional relationships that are the basis of practical radiation protection [3].<br />
