15. Operational Safety<br />

In plant Technical Specification, the LCO, Safety Limits (SL), Limit<strong>in</strong>g Safety System<br />

Sett<strong>in</strong>gs (LSSS) are specified for safe operation and surveillance requirements. Controls<br />

and procedures ensure that LCO are complied with, that deviations are documented and<br />

reported <strong>in</strong> an appropriate timely manner, and that appropriate actions are taken. The<br />

responsibilities of the shift supervisor and operators with regard to LCO are clear.<br />

Operat<strong>in</strong>g procedures, <strong>in</strong> particular the operat<strong>in</strong>g procedures for the plant operations,<br />

system operations, surveillance tests, adm<strong>in</strong>istrative controls, etc., as well as support<strong>in</strong>g<br />

reference material, such as systems descriptions, flow sheets, wir<strong>in</strong>g diagrams, and logic<br />

diagrams are easily available and constantly used. Methods for document<strong>in</strong>g unusual<br />

observations are established. Check sheets or an equivalent means are used to monitor<br />

and record plant parameters.<br />

Besides procedures for normal operation, emergency operat<strong>in</strong>g procedures are available<br />

for abnormal conditions and accidents <strong>in</strong>cluded <strong>in</strong> the plant design base. In addition,<br />

procedures for cop<strong>in</strong>g with beyond design basis accidents (BDBA) to complement<br />

exist<strong>in</strong>g emergency operat<strong>in</strong>g procedure (EOP, symptom based procedures) are <strong>in</strong> place.<br />

All activities that may affect safety and can be planned <strong>in</strong> advance are conducted <strong>in</strong><br />

accordance with established procedures. When activities are proposed that are not<br />

<strong>in</strong>cluded <strong>in</strong> the normal procedures, special procedures are written <strong>in</strong> accordance with<br />

established adm<strong>in</strong>istrative procedures. Such activities and special procedures are carefully<br />

reviewed for safety implications. The approval of these special procedures follows the<br />

same process as the normal procedures of the plant.
