19. Decommission<strong>in</strong>g<br />

restrictions imposed by the regulatory body. In this case decommission<strong>in</strong>g<br />

implementation activities beg<strong>in</strong> shortly after the permanent cessation of operations.<br />

This strategy implies prompt completion of the decommission<strong>in</strong>g project and<br />

<strong>in</strong>volves the removal of all radioactive material from the facility to another new or<br />

exist<strong>in</strong>g licensed facility and its process<strong>in</strong>g for either long term storage or disposal.<br />

2. Deferred dismantl<strong>in</strong>g (sometimes called safe storage, safe store or safe enclosure) is<br />

the strategy <strong>in</strong> which parts of a facility conta<strong>in</strong><strong>in</strong>g radioactive contam<strong>in</strong>ants are<br />

either processed or placed <strong>in</strong> such a condition that they can be safely stored and<br />

ma<strong>in</strong>ta<strong>in</strong>ed until they can subsequently be decontam<strong>in</strong>ated and/or dismantled to<br />

levels that permit the facility to be released for unrestricted use or with restrictions<br />

imposed by the regulatory body.<br />

3. Entombment is the strategy by which radioactive contam<strong>in</strong>ants are encased <strong>in</strong> a<br />

structurally long lived material until radioactivity decays to a level permitt<strong>in</strong>g the<br />

unrestricted release of the facility, or release with restrictions imposed by the<br />

regulatory body.<br />

19.1.2. PROTECTION OF HUMAN HEALTH AND THE<br />

ENVIRONMENT<br />

The activities associated with the decommission<strong>in</strong>g of a facility shall be considered part<br />

of the orig<strong>in</strong>al practice 3) and the requirements of the <strong>Basic</strong> Safety Standards(BSS)[2]<br />

shall be enforced dur<strong>in</strong>g all decommission<strong>in</strong>g activities.<br />

3) A practice is def<strong>in</strong>ed as any human activity that <strong>in</strong>troduces additional sources of exposure or<br />

exposure pathways or extends exposure to additional people or modifies the network of<br />

exposure pathways from exist<strong>in</strong>g sources, so as to <strong>in</strong>crease the exposure or the likelihood of<br />

exposure of people or the number of people exposed [3].
