<strong>Regional</strong> <strong>Basic</strong> <strong>Professional</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>Course</strong> (BPTC) on Nuclear Safety<br />

qualified personnel hav<strong>in</strong>g the proper awareness of the technical and adm<strong>in</strong>istrative<br />

requirements for safety and the motivation to adopt an attitude of safety consciousness.<br />

Attitudes towards nuclear safety are one of the selection criteria when hir<strong>in</strong>g or<br />

promot<strong>in</strong>g managers. Staff performance appraisals <strong>in</strong>clude a section on attitudes towards<br />

safety.<br />

A policy on nuclear safety is developed by the operat<strong>in</strong>g organization and implemented<br />

by all site personnel. This policy gives plant safety the utmost priority, overrid<strong>in</strong>g if<br />

necessary, the demands of production and project schedules. It requires a commitment to<br />

excellent performance <strong>in</strong> all activities important to the safety of the plant and encourages<br />

a question<strong>in</strong>g attitude.<br />

All activities that may affect safety are performed by suitably qualified and experienced<br />

persons. Certa<strong>in</strong> activities with a bear<strong>in</strong>g on safety, may be performed by qualified<br />

persons outside the plant structure (e.g. contractors). These activities are clearly def<strong>in</strong>ed<br />

<strong>in</strong> documents. The actual implementation of these activities on site or off site is subject to<br />

the approval of the plant management. Contractors' staff is properly controlled and<br />

supervised by the plant staff.<br />

All activities that may affect safety and can be planned <strong>in</strong> advance are conducted <strong>in</strong><br />

accordance with established procedures.<br />

The operat<strong>in</strong>g organization ensures regular reviews of the operation of the NPP, with the<br />

aim of ensur<strong>in</strong>g that safety consciousness prevails, that the provisions set forth for<br />

enhanc<strong>in</strong>g safety are observed, that documentation is up to date and that no sign of over‐<br />

confidence or complacency is appear<strong>in</strong>g. Where practicable, suitable objective<br />

performance measures are used. The results are made available to plant management and<br />

appropriate corrective actions taken.<br />
