3. <strong>Basic</strong> Pr<strong>in</strong>ciples Of Nuclear Safety<br />

organization is well structured with clear l<strong>in</strong>es of authority and communication and well<br />

def<strong>in</strong>ed responsibilities; and that its safety policies, requirements and procedures are<br />

established, understood and observed by all concerned. However, the assignment of tasks<br />

among organizations must not reduce or divide the prime responsibility for safety, which<br />

lies with the operat<strong>in</strong>g organization. As a result, the operat<strong>in</strong>g organization rema<strong>in</strong>s <strong>in</strong> a<br />

supervisory position for delegated tasks.<br />

The pr<strong>in</strong>ciples of safety management broadly apply to all organizations. Thus, the<br />

practices described for the operat<strong>in</strong>g organization apply, where relevant, to other<br />

organizations with safety responsibilities.<br />

3.2.3.1. Responsibilities <strong>in</strong> management<br />

The operat<strong>in</strong>g organization has the responsibility to assure itself of, and to ma<strong>in</strong>ta<strong>in</strong> the<br />

quality of the <strong>in</strong>stallation as designed, constructed, commissioned and operated; to ensure<br />

that it is operated <strong>in</strong> accordance with the design specifications and safety analysis; and to<br />

make the necessary safety improvements. Thus, the operat<strong>in</strong>g organization must:<br />

Establish and implement safety policies;<br />

Have a clear division of responsibilities with correspond<strong>in</strong>g l<strong>in</strong>es of authority and<br />

communication;<br />

Ensure that it has sufficient staff with appropriate levels of education and tra<strong>in</strong><strong>in</strong>g;<br />

Develop and strictly adhere to sound procedures; and<br />

Review, monitor and audit all safety related matters on a regular basis.<br />

The sum of these measures is <strong>in</strong>tended to create an atmosphere of rigour and<br />

thoroughness throughout the operat<strong>in</strong>g organization to ensure that all safety objectives are<br />

achieved. However, the management of safety at the <strong>in</strong>stallation will not be effective
