21. Safety Culture<br />

It is important that strong team loyalties should not prevent openness <strong>in</strong> report<strong>in</strong>g safety<br />

related failures or near misses.<br />

21.2.4.3. Cont<strong>in</strong>uous evolution of improved safety performance<br />

An organization needs to focus on “cont<strong>in</strong>uous evolution”. In other words no matter how<br />

well the organization is currently perform<strong>in</strong>g, it always needs to be look<strong>in</strong>g at how it<br />

might perform better still. This <strong>in</strong>cludes look<strong>in</strong>g at ways current systems and processes<br />

might be improved, and also look<strong>in</strong>g at how advantage can be taken of chang<strong>in</strong>g<br />

technology. Cont<strong>in</strong>uous evolution is most effectively susta<strong>in</strong>ed by focus<strong>in</strong>g on<br />

improvements generated by employees. It is recognized that the design of a nuclear<br />

facility has to be frozen at some stage, but this does not prevent evolution of future design<br />

standards.<br />

The <strong>in</strong>volvement and commitment of senior management <strong>in</strong> pursu<strong>in</strong>g high standards of<br />

safety is essential. Without a visible and genu<strong>in</strong>e demonstration of this commitment by<br />

personal behaviour and leadership example by management, other workers <strong>in</strong> the<br />

organization will not be conv<strong>in</strong>ced of the importance of safety compared to other<br />

organizational issues. Words without deeds will create an illusion of safety that will result<br />

<strong>in</strong> the development of a superficial safety culture.<br />

To support the development of a good safety culture management and staff can contribute<br />

by:<br />

Ga<strong>in</strong><strong>in</strong>g understand<strong>in</strong>g of safety culture concepts and practices by undergo<strong>in</strong>g<br />

appropriate tra<strong>in</strong><strong>in</strong>g.<br />

Demonstrat<strong>in</strong>g a leadership style that has an appropriate balance between car<strong>in</strong>g<br />

and controll<strong>in</strong>g.
