<strong>Regional</strong> <strong>Basic</strong> <strong>Professional</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>Course</strong> (BPTC) on Nuclear Safety<br />

dur<strong>in</strong>g and after an emergency situation.<br />

The nature and extent of emergency arrangements shall be commensurate with the<br />

potential magnitude and nature of the hazard associated with the facility or activity.<br />

The emergency arrangements shall <strong>in</strong>clude a clear allocation of responsibility for<br />

notification and decision‐mak<strong>in</strong>g. They shall ensure an effective <strong>in</strong>terface between the<br />

operator and the competent authorities and provide for effective means of<br />

communication. The arrangements of all parties shall be exercised on a periodic basis,<br />

and shall, where appropriate, be witnessed by the regulatory body.<br />

In plann<strong>in</strong>g for, and <strong>in</strong> the event of emergencies, the regulatory body shall act as an<br />

adviser to government and other competent authorities with respect to nuclear safety and<br />

radiation protection.<br />

3.7.5.2. Infrastructure for radioactive waste management<br />

It is recognized that the application of nuclear technology or use of radiation sources<br />

causes the generation of radioactive waste. Sometimes this waste gives rise to special<br />

considerations, particularly <strong>in</strong> view of the long timescales and different organizations<br />

which may be <strong>in</strong>volved from generation of the waste through to its f<strong>in</strong>al disposal and<br />

closure of a repository. Cont<strong>in</strong>uity of responsibility between the organizations <strong>in</strong>volved<br />

shall be ensured. Consequently, national policies and implementation strategies for the<br />

safe management of radioactive waste shall be developed <strong>in</strong> accordance with the<br />

objectives and pr<strong>in</strong>ciples set out <strong>in</strong> the Safety Fundamentals publication “The Pr<strong>in</strong>ciples<br />

of Radioactive Waste Management” [6]. These strategies shall take <strong>in</strong>to account the<br />

diversity between types of radioactive waste and shall be commensurate with the<br />

radiological characteristics of the waste. The regulatory body shall ensure that an<br />

appropriate waste classification scheme is established accord<strong>in</strong>gly.<br />
