<strong>Regional</strong> <strong>Basic</strong> <strong>Professional</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>Course</strong> (BPTC) on Nuclear Safety<br />

the future operat<strong>in</strong>g personnel.<br />

To confirm that the plant is prepared for the <strong>in</strong>itial core load<strong>in</strong>g, prerequisites regard<strong>in</strong>g<br />

systems, equipment, documentation and personnel shall be established well <strong>in</strong> advance of<br />

the fuel load. These prerequisites shall be clearly described and documented based on the<br />

safety analysis report and the exist<strong>in</strong>g regulatory requirements. Initial fuel load<strong>in</strong>g shall<br />

not be authorized unless all pre‐operational tests deemed necessary by the operat<strong>in</strong>g<br />

organization and the regulatory body have been performed and the results obta<strong>in</strong>ed are<br />

acceptable to both parties<br />

All functions of the operat<strong>in</strong>g organization shall be implemented at the appropriate stages<br />

dur<strong>in</strong>g commission<strong>in</strong>g. These functions shall <strong>in</strong>clude responsibilities of management,<br />

tra<strong>in</strong><strong>in</strong>g of personnel, radiation protection program, waste management, management of<br />

records, fire safety, physical protection and emergency plans.<br />

15.1.4. Plant operations<br />

15.1.4.1. Limit<strong>in</strong>g Conditions for Operation<br />

Limit<strong>in</strong>g Conditions for Operation (LCO) shall be developed to ensure that the plant is<br />

operated <strong>in</strong> accordance with design assumptions and <strong>in</strong>tent. They also shall cover actions<br />

to be taken and limitations to be observed by the operat<strong>in</strong>g personnel. The LCO shall<br />

form an important part of the basis on which the operat<strong>in</strong>g organization is authorized to<br />

operate the plant. The LCO shall be based on an analysis of the <strong>in</strong>dividual plant and its<br />

environment <strong>in</strong> accordance with the provisions made <strong>in</strong> the design. The necessity for each<br />

of the Limit<strong>in</strong>g Conditions for Operation shall be substantiated by a written <strong>in</strong>dication of<br />

the reason for its adoption. They shall be reviewed dur<strong>in</strong>g the operat<strong>in</strong>g life of the plant <strong>in</strong><br />

the light of experience, technological and safety developments and changes <strong>in</strong> the plant,<br />
