7.2. NUCLEAR QUALITY REGULATION IN KOREA<br />

7.2.1. Status<br />

For the construction of the first nuclear power plant, the contract conditions entailed<br />

compliance with the <strong>Korea</strong>n Laws, and U.S Codes of Federal Regulation and technical<br />

standards effective for 1968. Therefore, the ma<strong>in</strong> contractor had to comply with 10 CFR<br />

50, Appendix B‐Quality Assurance Program Requirements. Thereafter, the <strong>Korea</strong>n<br />

government thought that quality assurance is <strong>in</strong>dispensable for safety of the nuclear<br />

power plant and stipulated quality assurance requirements the Atomic Energy Laws.<br />

Presently, the program owner and major contractors, such as NSSS ma<strong>in</strong> contractor,<br />

architectural eng<strong>in</strong>eer, nuclear fuel manufacturer, construction contractor, shall comply<br />

with the legal requirements of quality assurance standard by establish<strong>in</strong>g quality<br />

assurance program and constitut<strong>in</strong>g quality verification organization that is <strong>in</strong>dependent<br />

from quality atta<strong>in</strong><strong>in</strong>g organization.<br />

7.2.2. Quality Assurance Requirements<br />

In accordance with the Atomic Energy Act, one who wishes to construct or operate<br />

reactor and related facilities shall submit quality assurance program as one of application<br />

documents for construction permit or operat<strong>in</strong>g license to the M<strong>in</strong>ister of Education,<br />

Science and Technology (MEST).
