Analysis of <strong>in</strong>itiat<strong>in</strong>g events<br />

The first step <strong>in</strong> perform<strong>in</strong>g a PSA is to identify possible <strong>in</strong>itiat<strong>in</strong>g events and determ<strong>in</strong>e<br />

their frequencies.<br />

Internal <strong>in</strong>itiators usually receive the most attention <strong>in</strong> a PSA, and their frequencies are<br />

generally less difficult to estimate than the frequencies of external <strong>in</strong>itiators. Internal<br />

<strong>in</strong>itiators are based on the operat<strong>in</strong>g experience and eng<strong>in</strong>eer<strong>in</strong>g analyses.<br />

Follow<strong>in</strong>g the studies performed <strong>in</strong> many countries, it appears that the <strong>in</strong>ternal events<br />

must also <strong>in</strong>clude events at low power and shutdown. The associated risk is not negligible<br />

because of the possibility of hav<strong>in</strong>g a low water level <strong>in</strong> the primary circuit, no automatic<br />

action of the safety systems, and unavailability of equipment for ma<strong>in</strong>tenance.<br />

In addition to the traditional <strong>in</strong>-plant (<strong>in</strong>ternal) <strong>in</strong>itiators, it appears that external <strong>in</strong>itiators<br />

(<strong>in</strong>clud<strong>in</strong>g <strong>in</strong>ternal fires) have to be taken <strong>in</strong>to account, because the associated risks<br />

generally are not negligible compared to the <strong>in</strong>ternal events.<br />

The ma<strong>in</strong> external events to be studied are:<br />

Internal fires (based on operat<strong>in</strong>g experience, and tak<strong>in</strong>g <strong>in</strong>to account possibilities<br />

for fires <strong>in</strong> the plant).<br />

Seismic events for specific high level seismic sites based on historical operations<br />

(if they exist) and studies of exist<strong>in</strong>g faults. This results <strong>in</strong> significant uncerta<strong>in</strong>ties
