<strong>Regional</strong> <strong>Basic</strong> <strong>Professional</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>Course</strong> (BPTC) on Nuclear Safety<br />

OEMC is charged with promptly tak<strong>in</strong>g command of the emergency responses and<br />

conduct<strong>in</strong>g the manag<strong>in</strong>g of the situations <strong>in</strong> order to mitigate the consequences of<br />

radiological accidents or emergency events at the locations, where nuclear power<br />

or research reactors are located. The chairman of the OEMC will be the Deputy<br />

M<strong>in</strong>ister of MEST (<strong>in</strong> an exercise case, the Director General of the Nuclear<br />

Bureau of MEST) and an Off‐Site Emergency Management Center Advisory<br />

Committee (OEMCAC) will be organized with members from the adm<strong>in</strong>istration<br />

section of the central government, the local autonomous government and<br />

designated emergency preparedness organizations.<br />

≫ <strong>Korea</strong> Institute of Nuclear Safety (KINS) establishes and operates RETAC to give<br />

advice regard<strong>in</strong>g the technical issues such as the radiological protection actions<br />

which the NEMC and LEMC should take. The KINS also reviews the emergency<br />

response actions taken by the nuclear power licensee if a radiological emergency<br />

occurs. In the case of an event, the KINS dispatches its technical team members to<br />

conduct a survey on the radioactivity levels and provides technical support to the<br />

OEMC and EOF of the nuclear facility where the accident has occurred. The<br />

KINS also organizes and operates the KINS’ On‐Site Technical Support Team<br />

(KOTST) to monitor and survey the environmental radiation levels around the<br />

accident site.<br />

≫ <strong>Korea</strong> Institute of Radiological and Medical Sciences (KIRAMS) establishes the<br />

Radiological Emergency Medical Center (REMC). This entity provides medical<br />

treatment to local residents <strong>in</strong> an affected area, or treats <strong>in</strong>juries result<strong>in</strong>g from<br />

radiation exposure <strong>in</strong> the case of a radiological emergency. The KIRAMS<br />

establishes and operates the National Radiological Emergency Medical Center<br />

(NREMC) that provides treatment to a radiation exposure patient. As well, the<br />

National Radiological Emergency Medical System (NREMS) with its primary and<br />
