<strong>Regional</strong> <strong>Basic</strong> <strong>Professional</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>Course</strong> (BPTC) on Nuclear Safety<br />

This strategy has been proposed <strong>in</strong> the US (where periodic safety assessments are not<br />

regulator requested). The objective is to use probabilistic risk assessment <strong>in</strong> the decision<br />

process of plant specific changes to the current licens<strong>in</strong>g process, <strong>in</strong>-service-test<strong>in</strong>g,<br />

graded quality assurance, and technical specifications.<br />

For the purposes of establish<strong>in</strong>g guidel<strong>in</strong>es for risk-<strong>in</strong>formed decision mak<strong>in</strong>g, a core<br />

damage frequency guidel<strong>in</strong>e of 10 -4 /year has been adopted and a large early release<br />

frequency of 10 5 /year has been adopted as a conta<strong>in</strong>ment performance guidel<strong>in</strong>e.<br />

9.1.3.4. Safety <strong>in</strong> operation<br />

Specific objectives and correspond<strong>in</strong>g uses of PSA for the objective of assess<strong>in</strong>g plant<br />

safety to assist plant operation are:<br />

Evaluation of plant technical specifications and limit<strong>in</strong>g conditions of operations.<br />

Prioritisation of <strong>in</strong>spection/test<strong>in</strong>g activities.<br />

Evaluation of operat<strong>in</strong>g experience.<br />

Accident management.<br />

9.1.4. PSA level 1 [9.4]<br />

9.1.4.1. Specific objectives<br />

In addition of the determ<strong>in</strong>ation of the core damage frequency, a PSA level 1 gives the<br />

follow<strong>in</strong>g <strong>in</strong>formation that is very useful to analyze the safety of the nuclear plants:<br />

Identification of the dom<strong>in</strong>ant accident sequences lead<strong>in</strong>g to core damage.<br />

Identification of systems, structures and components (SSCs) and human actions<br />
