10-B. Technical Specifications for Research Reactors & Non‐power Reactors<br />

Safety limits shall be established from a basic physical condition, as determ<strong>in</strong>ed by<br />

appropriate process variables, such that the <strong>in</strong>tegrity of the pr<strong>in</strong>cipal physical barrier is<br />

ensured if the SLs are not exceeded. Calculations of SLs shall allow, where applicable,<br />

for eng<strong>in</strong>eer<strong>in</strong>g uncerta<strong>in</strong>ties, uncerta<strong>in</strong>ties <strong>in</strong> power distribution, hot channel factors, and<br />

other appropriate uncerta<strong>in</strong>ties.<br />

10.6.1.3. Criteria: Reactors without Eng<strong>in</strong>eered Cool<strong>in</strong>g System<br />

For this class of low‐power reactors, the follow<strong>in</strong>g shall apply:<br />

(1) No SL need be specified if calculations show that there is no credible accident that<br />

could result <strong>in</strong> the failure of the <strong>in</strong>tegrity of the pr<strong>in</strong>cipal physical barrier or there<br />

is <strong>in</strong>sufficient fission product <strong>in</strong>ventory that, if released, would not exceed<br />

allowable limits to unrestricted areas.<br />

(2) If an SL is required by the responsible authority, an SL should be established <strong>in</strong><br />

terms of parameters, for example, temperature, fission product <strong>in</strong>ventory, or power<br />

history, to ensure <strong>in</strong>tegrity of the pr<strong>in</strong>cipal physical barrier.<br />

10.6.2. Limit<strong>in</strong>g Safety System Sett<strong>in</strong>gs<br />

Limit<strong>in</strong>g safety system sett<strong>in</strong>gs (LSSSs) shall be established for the operation of each<br />

reactor. LSSSs may also be referred to as limit<strong>in</strong>g control sett<strong>in</strong>gs. LSSSs are those<br />

limit<strong>in</strong>g values for sett<strong>in</strong>gs of the safety channels by which po<strong>in</strong>t protective action must<br />

be <strong>in</strong>itiated. The LSSSs are chosen so that automatic protective action will term<strong>in</strong>ate the<br />

abnormal situation before a safety limit is reached. The calculation of the LSSS shall<br />

<strong>in</strong>clude the process uncerta<strong>in</strong>ty, the overall measurement uncerta<strong>in</strong>ty, and transient<br />
