4. DESIGN OF NUCLEAR REACTORS<br />

To reduce the concentration of airborne radioactive substances to levels compatible<br />

with the need for access to the particular area;<br />

To keep the level of airborne radioactive substances <strong>in</strong> the plant below prescribed<br />

limits, the ALARA pr<strong>in</strong>ciple be<strong>in</strong>g applied <strong>in</strong> normal operation, anticipated<br />

operational occurrences and design basis accidents; and<br />

To ventilate rooms conta<strong>in</strong><strong>in</strong>g <strong>in</strong>ert or noxious gases without impair<strong>in</strong>g the ability<br />

to control radioactive releases.<br />

Control of releases of gaseous radioactive material to the environment<br />

A ventilation system with an appropriate filtration system shall be provided to control the<br />

release of airborne radioactive substances to the environment and to ensure that it<br />

conforms to the ALARA pr<strong>in</strong>ciple and is with<strong>in</strong> prescribed limits.<br />

4.1.5.8. Fuel handl<strong>in</strong>g and storage systems<br />

Handl<strong>in</strong>g and storage of non‐irradiated fuel<br />

The handl<strong>in</strong>g and storage systems for non‐irradiated fuel shall be designed to do the<br />

follow<strong>in</strong>g:<br />

To prevent criticality by a specified marg<strong>in</strong> by physical means or processes,<br />

preferably by the use of geometrically safe configurations, even under conditions<br />

of optimum moderation;<br />

To permit appropriate ma<strong>in</strong>tenance, periodic <strong>in</strong>spection and test<strong>in</strong>g of components<br />

important to safety; and<br />

To m<strong>in</strong>imize the probability of loss of or damage to the fuel.
