7.4.3.1. Quality System Audit<br />

A quality system audit is a documented activity performed <strong>in</strong> accordance with written<br />

procedures or checklists to verify by exam<strong>in</strong>ation and evaluation of objective evidence<br />

that applicable elements of the quality assurance program have been developed,<br />

documented, and effectively implemented <strong>in</strong> accordance with specified procedural<br />

requirements. The results of quality system audits are <strong>in</strong>tended to be used by management<br />

to determ<strong>in</strong>e the degree to which company organizations meet commitments established<br />

by management and how effective the program is <strong>in</strong> assur<strong>in</strong>g quality of products and/or<br />

activities.<br />

Generally, nuclear quality system audits are based upon criteria and the Technical<br />

Standards stipulated <strong>in</strong> Laws and Regulations established by the national regulatory<br />

authority. In other energy fields, standards such as ASME code Section I, IV and VIII<br />

require quality program which may be the subject of quality system audits. Utilities with<br />

operat<strong>in</strong>g plants often comb<strong>in</strong>e the quality system audit program with the Technical<br />

Specification audit program. The approach and objectives of the Technical Specification<br />

audit program are basically the same as those for quality system audits.<br />

7.4.3.2. Quality System Audit<br />

A quality system survey is def<strong>in</strong>ed as an activity similar to a quality system audit but<br />

hav<strong>in</strong>g a different purpose.<br />

Quality System Survey ‐ A quality system survey takes place with relation to a<br />

prospective procurement of a service or an item. Generally they are conducted prior to<br />

contract award and are used to evaluate the overall capability of a prospective<br />

supplier/contractor <strong>in</strong>clud<strong>in</strong>g the adequacy and implementation of his quality assurance<br />

program.<br />
