3. <strong>Basic</strong> Pr<strong>in</strong>ciples Of Nuclear Safety<br />

Operat<strong>in</strong>g procedures must provide staff with <strong>in</strong>structions for respond<strong>in</strong>g to anticipated<br />

operational occurrences. Procedures are also needed to manage, as far as practicable,<br />

accidents that could lead to severe consequences, even if the probability of these is<br />

extremely low. The pr<strong>in</strong>cipal objectives of such procedures are to restore prime safety<br />

functions, to facilitate long‐term recovery from an accident, and to mitigate its<br />

radiological consequences.<br />

The operat<strong>in</strong>g organization must establish a programme for the collection and analysis of<br />

operat<strong>in</strong>g experience. Safety significant <strong>in</strong>formation needs to be dissem<strong>in</strong>ated to staff<br />

and to relevant national and <strong>in</strong>ternational organizations. Lessons learned from operat<strong>in</strong>g<br />

experience need to be considered by both the operat<strong>in</strong>g organization and the regulatory<br />

body <strong>in</strong> order to determ<strong>in</strong>e whether equipment, procedures and/or tra<strong>in</strong><strong>in</strong>g or related<br />

safety requirements need to be modified.<br />

Pr<strong>in</strong>ciples<br />

(17) A set of operational limits and conditions derived from the safety analysis, tests<br />

and subsequent operational experience shall be def<strong>in</strong>ed to identify safe boundaries<br />

for operation. The safety analysis, operat<strong>in</strong>g limits and procedures shall be revised<br />

as necessary if the <strong>in</strong>stallation is modified.<br />

(18) Operation, <strong>in</strong>spection, test<strong>in</strong>g and ma<strong>in</strong>tenance and support<strong>in</strong>g functions shall be<br />

conducted by sufficient numbers of adequately tra<strong>in</strong>ed and authorized personnel <strong>in</strong><br />

accordance with approved procedures.<br />

(19) Eng<strong>in</strong>eer<strong>in</strong>g and technical support, with competence <strong>in</strong> all discipl<strong>in</strong>es important<br />

for safety, shall be available throughout the lifetime of the <strong>in</strong>stallation.<br />

(20) The operat<strong>in</strong>g organization shall establish documented and approved procedures<br />

as a basis for operator response to anticipated operational occurrences and<br />

accidents.<br />

(21) The operat<strong>in</strong>g organization shall report <strong>in</strong>cidents significant to safety to the
