<strong>Regional</strong> <strong>Basic</strong> <strong>Professional</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>Course</strong> (BPTC) on Nuclear Safety<br />

implemented for each major group of personnel. The content of each program is based on a<br />

systematic approach. <strong>Tra<strong>in</strong><strong>in</strong>g</strong> programs encourage positive attitudes to nuclear safety.<br />

<strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>in</strong>structors are technically competent <strong>in</strong> their assigned areas of responsibility and<br />

have the necessary <strong>in</strong>structional skills. Adequate facilities are available for classroom<br />

tra<strong>in</strong><strong>in</strong>g and <strong>in</strong>dividual studies. Appropriate educational tra<strong>in</strong><strong>in</strong>g materials are provided to<br />

facilitate the tra<strong>in</strong>ees' understand<strong>in</strong>g of the plant and its systems. Representative simulator<br />

facilities are used for the tra<strong>in</strong><strong>in</strong>g of operat<strong>in</strong>g personnel. Simulator tra<strong>in</strong><strong>in</strong>g <strong>in</strong>corporates<br />

normal, abnormal and accident conditions.<br />

Plant staff receives <strong>in</strong>struction <strong>in</strong> management of accidents beyond the design basis. The<br />

tra<strong>in</strong><strong>in</strong>g of operat<strong>in</strong>g personnel ensures their familiarity with the symptoms of accidents<br />

beyond the design basis and the procedures for accident management.<br />

A program is implemented to ensure that operational experience feedbacks of events at<br />

the plant concerned, as well as applicable events at other plants are appropriately factored<br />

<strong>in</strong>to the tra<strong>in</strong><strong>in</strong>g program. The program ensures that tra<strong>in</strong><strong>in</strong>g is conducted on the root<br />

cause(s) of the events and on the identification and implementation of corrective actions<br />

to prevent recurrence.<br />

The tra<strong>in</strong><strong>in</strong>g program <strong>in</strong>cludes provisions for periodic check<strong>in</strong>g of the competence of<br />

personnel and for refresher tra<strong>in</strong><strong>in</strong>g on a regular basis.<br />

A program is implemented to assess and improve the tra<strong>in</strong><strong>in</strong>g programs. In addition, a<br />

system is <strong>in</strong> place for timely modification and updat<strong>in</strong>g of the tra<strong>in</strong><strong>in</strong>g facilities and<br />

materials to ensure that they accurately reflect plant conditions.<br />

15.2.13. Interface with the regulatory body<br />

The operational safety of a NPP is subject to surveillance by a regulatory body<br />
