3. <strong>Basic</strong> Pr<strong>in</strong>ciples Of Nuclear Safety<br />

additional important function of the regulatory body is to communicate <strong>in</strong>dependently its<br />

regulatory decisions and op<strong>in</strong>ions and their bases to the public.<br />

The organizational framework of a regulatory body may vary from country to country,<br />

but <strong>in</strong> all cases the regulatory body must have the statutory authority, competence and<br />

resources to:<br />

Set safety standards;<br />

License and <strong>in</strong>spect <strong>in</strong>stallations;<br />

Set, monitor and enforce licence conditions; and<br />

Ensure that corrective actions are taken wherever unsafe or potentially unsafe<br />

conditions are detected.<br />

None of these functions should be <strong>in</strong>terpreted as reduc<strong>in</strong>g or reliev<strong>in</strong>g the operat<strong>in</strong>g<br />

organization of the responsibility for safety.<br />

3.2.2.3. Responsibilities of the operat<strong>in</strong>g organization<br />

The prime responsibility for the safety of the <strong>in</strong>stallation rests with the operat<strong>in</strong>g<br />

organization. It is responsible for specify<strong>in</strong>g its safety criteria and assur<strong>in</strong>g itself that the<br />

design, construction and operation of the <strong>in</strong>stallation meet the relevant safety standards.<br />

Subsequently, it is responsible for the establishment of procedures and arrangements to<br />

ensure the safe control of the <strong>in</strong>stallation under all conditions, for the establishment and<br />

ma<strong>in</strong>tenance of a competent and fully tra<strong>in</strong>ed staff, and for the control of fissile and<br />

radioactive materials utilized or generated. Discharge of these responsibilities is to be <strong>in</strong><br />

accordance with applicable safety objectives and requirements established or approved by<br />

the regulatory body.
