15. Operational Safety<br />

tra<strong>in</strong><strong>in</strong>g is conducted on the root cause(s) of the events, and on the identification and<br />

implementation of corrective actions to prevent recurrence. A program shall be<br />

implemented to assess and improve the tra<strong>in</strong><strong>in</strong>g programs.<br />

Plant staff shall receive <strong>in</strong>structions <strong>in</strong> management of accidents beyond the design basis.<br />

The tra<strong>in</strong><strong>in</strong>g of operat<strong>in</strong>g personnel shall ensure their familiarity with the symptoms of<br />

accidents beyond the design basis and the procedures for accident management.<br />

15.1.3. Commission<strong>in</strong>g<br />

The comprehensive commission<strong>in</strong>g program shall be established to provide evidence that<br />

the NPP as constructed meets the design <strong>in</strong>tent and complies with the safety<br />

requirements. The operat<strong>in</strong>g organization shall ensure that the commission<strong>in</strong>g program<br />

<strong>in</strong>cludes all the tests necessary to demonstrate that the plant as <strong>in</strong>stalled meets the<br />

requirements of the safety analysis report and satisfies the design <strong>in</strong>tent, and consequently<br />

can be operable <strong>in</strong> accordance with the Limit<strong>in</strong>g Conditions for Operations (LCOs).<br />

Authorities and responsibilities for the commission<strong>in</strong>g process shall be clearly def<strong>in</strong>ed<br />

and delegated to the <strong>in</strong>dividuals perform<strong>in</strong>g the work. The <strong>in</strong>terfaces between those<br />

groups <strong>in</strong>volved <strong>in</strong> commission<strong>in</strong>g (e.g. design, construction, contractors, commission<strong>in</strong>g<br />

and operations groups) shall be clearly def<strong>in</strong>ed and properly controlled.<br />

To confirm the applicability and quality of the operat<strong>in</strong>g procedures, they shall be verified<br />

to ensure their technical accuracy, and validated to ensure their usability with the <strong>in</strong>stalled<br />

equipment and controls as far as possible prior to load<strong>in</strong>g fuel <strong>in</strong>to the core. This process<br />

shall cont<strong>in</strong>ue dur<strong>in</strong>g the commission<strong>in</strong>g phase. Operat<strong>in</strong>g procedures shall be validated<br />

to the extent practicable as part of the commission<strong>in</strong>g program, with the participation of
