<strong>Regional</strong> <strong>Basic</strong> <strong>Professional</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>Course</strong> (BPTC) on Nuclear Safety<br />

Recommend changes to the system and recalculate the system failure probabilities. Once<br />

the human factor contribution is known, sensitivity analysis can be used to identify how<br />

certa<strong>in</strong> risks may be improved <strong>in</strong> the reduction of HEPs. Error recovery paths may be<br />

<strong>in</strong>corporated <strong>in</strong>to the event tree as this will aid the assessor when consider<strong>in</strong>g the possible<br />

approaches by which the identified errors can be reduced.<br />

B. Standardized Plant Analysis Risk Human Reliability Analysis (SPAR‐H)<br />

The Standardized Plant Analysis Risk Human Reliability Analysis (SPAR‐H) method was<br />

developed to support development of plant‐specific PRA models for the U.S. Nuclear<br />

Regulatory Commission (NRC), Office of Regulatory Research (RES), and recently has<br />

been used to help support the Office of Reactor Regulation (NRR) Reactor Oversight<br />

Process (ROP). The SPAR‐H method is also applicable to pre<strong>in</strong>itiator events.<br />

The basic SPAR‐H framework:<br />

Decomposes probability <strong>in</strong>to contributions from diagnosis failures and action<br />

failures<br />

Accounts for the context associated with human failure events (HFEs) by us<strong>in</strong>g<br />

performance‐shap<strong>in</strong>g factors (PSFs), and dependency assignment to adjust a<br />

base‐case HEP<br />

Uses pre‐def<strong>in</strong>ed base‐case HEPs and PSFs, together with guidance on how to<br />

assign the appropriate value of the PSF Employs a beta distribution for uncerta<strong>in</strong>ty<br />

analysis<br />

Uses designated worksheets to ensure analyst consistency<br />

Based on review of first‐ and second‐generation HRA methods, the SPAR‐H method<br />

assigns human activity to one of two general task categories: action or diagnosis.<br />
