20.2. CLASSIFICATION AND CLEARANCE<br />

20.2.1. Def<strong>in</strong>ition and classification of radioactive waste<br />

The Atomic Energy Act (AEA) def<strong>in</strong>es “Radioactive Waste” as radioactive materials or<br />

materials contam<strong>in</strong>ated with radioactive materials which are the object of disposal,<br />

<strong>in</strong>clud<strong>in</strong>g spent fuel. The Enforcement Decree of the AEA def<strong>in</strong>es high‐level radioactive<br />

waste (HLW) as radioactive waste with radioactivity and heat generation over the limit<br />

value specified by the MEST. In strict, others than HLW belong to the LILW <strong>in</strong><br />

accordance with the AEA. The limit value on radioactivity and heat generation is<br />

specified <strong>in</strong> the M<strong>in</strong>isterial Notice (Criteria for Radiation Protection, etc.) as follows:<br />

Radioactivity : ≥ 4,000 Bq/g for αemitt<strong>in</strong>g nuclide hav<strong>in</strong>g a half life longer than 20<br />

years<br />

Heat Generation : ≥ 2 kW/m 3<br />

In August 1998, the criteria for radioactive waste classification was amended with a view<br />

to emphasiz<strong>in</strong>g radioactive waste disposal safety as above, <strong>in</strong> due regard to the IAEA<br />

revised classification system of IAEA Safety Series No.111‐G‐1.1 (1994).<br />

20.2.2. Pr<strong>in</strong>ciples of clearance<br />

The purpose of the clearance system is to restrict the amount of radioactive waste to be<br />
