4. DESIGN OF NUCLEAR REACTORS<br />

The design shall have as an objective the prevention or, if this fails, the mitigation of<br />

radiation exposures result<strong>in</strong>g from design basis accidents and selected severe accidents.<br />

Plant conditions that could potentially result <strong>in</strong> high radiation doses or radioactive<br />

releases shall be restricted to a very low likelihood of occurrence, and it shall be ensured<br />

that the potential radiological consequences of conditions with a significant likelihood of<br />

occurrence shall be only m<strong>in</strong>or.<br />

4.1.4. Requirements for plant design<br />

4.1.4.1. Safety classification<br />

All structures, systems and components, <strong>in</strong>clud<strong>in</strong>g software for <strong>in</strong>strumentation and<br />

control (I & C), that are items important to safety shall be first identified and then<br />

classified on the basis of their function and significance with regard to safety. They shall<br />

be designed, constructed and ma<strong>in</strong>ta<strong>in</strong>ed such that their quality and reliability is<br />

commensurate with this classification.
