If <strong>in</strong>stitutional control after closure of a repository is deemed necessary, responsibility for<br />

carry<strong>in</strong>g out <strong>in</strong>stitutional control shall be clearly assigned.<br />

Government shall ensure that appropriate research and development programmes are<br />

implemented for radioactive waste disposal, <strong>in</strong> particular for long term safety.<br />

3.7.5.3. Infrastructure for <strong>in</strong>tervention<br />

The <strong>in</strong>troduction of nuclear and radiation related technologies will give rise to some<br />

radiation exposure. This can be safely controlled by design and operational measures.<br />

However, circumstances may arise <strong>in</strong> which <strong>in</strong>tervention is needed to reduce or avert<br />

exposure or potential exposure to radiation aris<strong>in</strong>g from accidents, from discont<strong>in</strong>ued or<br />

<strong>in</strong>adequately controlled practices, or from unusually high levels of naturally occurr<strong>in</strong>g<br />

radiation. In such situations, the government shall appo<strong>in</strong>t organizations to be responsible<br />

for mak<strong>in</strong>g the necessary <strong>in</strong>tervention arrangements to ensure that remedial action is<br />

taken to protect the public, workers and the environment. The <strong>in</strong>terven<strong>in</strong>g organization<br />

shall have the necessary resources and authority to fulfill its role. The regulatory body<br />

shall provide any necessary <strong>in</strong>put to the <strong>in</strong>tervention process. Such <strong>in</strong>put may be advice to<br />

the government or regulatory control of <strong>in</strong>tervention activities. Pr<strong>in</strong>ciples and criteria for<br />

<strong>in</strong>tervention actions shall be established and the regulatory body shall provide any<br />

necessary advice <strong>in</strong> this regard.<br />

3.7.5.4. Infrastructure for services<br />

A major contribution to a high level of nuclear, radiation, waste and transport safety <strong>in</strong><br />

Member States results from operators fulfill<strong>in</strong>g their prime responsibility for the safety of<br />

their facilities and activities and from the existence of a competent, efficient and well<br />

resourced regulatory body. The achievement of such a high level of safety will be greatly<br />

facilitated by the existence of adequate support<strong>in</strong>g <strong>in</strong>frastructure for nuclear, radiation,<br />

waste and transport related activities. Government and, as appropriate, other concerned<br />
