<strong>Regional</strong> <strong>Basic</strong> <strong>Professional</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>Course</strong> (BPTC) on Nuclear Safety<br />

for work. Specifically, there is a clear policy aga<strong>in</strong>st drug and alcohol abuse. There is also<br />

a clear policy plac<strong>in</strong>g limits on overtime.<br />

General adm<strong>in</strong>istrative tasks of the shift crew are m<strong>in</strong>imized to ensure that the shift crew<br />

ma<strong>in</strong>ta<strong>in</strong>s total control of plant and equipment status. Procedures have been established<br />

for the co‐ord<strong>in</strong>ation of the activities of the direct operat<strong>in</strong>g group with those of other<br />

groups of on‐site and off‐site organizations as appropriate. There is a program for long‐<br />

term surveillance of the plant with respect to the performance and trends of the ma<strong>in</strong><br />

operat<strong>in</strong>g parameters. The results are reported rout<strong>in</strong>ely to the operations group.<br />

Plant and operations managers and shift supervisors spend some of their time “walk<strong>in</strong>g<br />

the plant” and observ<strong>in</strong>g operations activities. Plant and operations managers observe<br />

operators' activities constantly and they promote consciousness of safety as a primary<br />

objective <strong>in</strong> all day‐to‐day activities among their subord<strong>in</strong>ates. They take an <strong>in</strong>terest <strong>in</strong><br />

any problems be<strong>in</strong>g encountered by operators and become actively <strong>in</strong>volved <strong>in</strong> the<br />

resolution of these problems. Regular appraisals of the performance of operat<strong>in</strong>g staff are<br />

used to enhance <strong>in</strong>dividual performance and to prevent complacency.<br />

In the case of an emergency, support for the Shift Supervisor is available <strong>in</strong> a timely<br />

manner. Responsibilities and l<strong>in</strong>es of authority are clearly understood.<br />

15.2.3. Operations facilities and operator aids<br />

The facilities and equipment used by the operat<strong>in</strong>g staff is well ma<strong>in</strong>ta<strong>in</strong>ed and adequate<br />

to support safe and reliable operation under all operat<strong>in</strong>g conditions.<br />

Communications equipment is reliable and provides necessary plant coverage. A 'public<br />
