3. <strong>Basic</strong> Pr<strong>in</strong>ciples Of Nuclear Safety<br />

(3) Provide for issu<strong>in</strong>g, amend<strong>in</strong>g, suspend<strong>in</strong>g or revok<strong>in</strong>g authorizations, subject to<br />

any necessary conditions, which are clear and unambiguous and which, unless<br />

specified elsewhere, shall specify:<br />

(i) The facilities, activities, or <strong>in</strong>ventories of sources covered by the authorization;<br />

(ii) Requirements for notify<strong>in</strong>g the regulatory body of any modifications to safety<br />

related aspects;<br />

(iii) The obligations of the operator <strong>in</strong> respect of its facility, equipment, radiation<br />

source(s) and personnel;<br />

(iv) Any limits on operation and use (e.g. dose or discharge limits, action levels and<br />

duration of the authorization);<br />

(v) Waste process<strong>in</strong>g condition<strong>in</strong>g criteria for exist<strong>in</strong>g or foreseen waste<br />

management facilities;<br />

(vi) Any additional discrete authorizations the operator must obta<strong>in</strong> from the<br />

regulatory body;<br />

(vii) The requirements for <strong>in</strong>cident report<strong>in</strong>g;<br />

(viii) The reports that the operator must make to the regulatory body;<br />

(ix) The records that the operator must reta<strong>in</strong> and, the time periods for which they<br />

must be reta<strong>in</strong>ed; and<br />

(x) The emergency preparedness arrangements.<br />

(4) Carry out regulatory <strong>in</strong>spections;<br />

(5) Ensure that corrective actions are taken if unsafe or potentially unsafe conditions are<br />

detected; and<br />

(6) Take the necessary enforcement actions <strong>in</strong> the event safety requirements have been<br />

violated.<br />

In order to fulfill its ma<strong>in</strong> responsibilities the regulatory body shall undertake the
