<strong>Regional</strong> <strong>Basic</strong> <strong>Professional</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>Course</strong> (BPTC) on Nuclear Safety<br />

The decommission<strong>in</strong>g management shall ensure that the work of contractors is<br />

appropriately controlled so that it is conducted safely. If the operat<strong>in</strong>g organization<br />

changes dur<strong>in</strong>g the lifetime of the facility, procedures shall be put <strong>in</strong> place to ensure the<br />

transfer of responsibility for the safety of the facility and for the control of radioactive<br />

material.<br />

The skills needed for decommission<strong>in</strong>g shall be evaluated and the m<strong>in</strong>imum requirements<br />

for qualifications of staff <strong>in</strong> each position shall be established. It shall be ensured that an<br />

<strong>in</strong>dividual responsible for perform<strong>in</strong>g an activity dur<strong>in</strong>g the decommission<strong>in</strong>g process has<br />

the necessary skills, expertise and tra<strong>in</strong><strong>in</strong>g to complete the decommission<strong>in</strong>g process<br />

safely.<br />

All <strong>in</strong>dividuals shall have the responsibility and authority to br<strong>in</strong>g any safety concerns to<br />

the decommission<strong>in</strong>g management. The decommission<strong>in</strong>g management shall also ensure<br />

that appropriate authority for stopp<strong>in</strong>g work is provided.<br />

Decommission<strong>in</strong>g tasks shall be controlled through the use of written procedures. These<br />

procedures shall be subject to review and approval by the appropriate organizations<br />

responsible for ensur<strong>in</strong>g safety and practicability. A methodology for issu<strong>in</strong>g, modify<strong>in</strong>g<br />

and term<strong>in</strong>at<strong>in</strong>g work procedures shall be established.<br />

Relevant documents and records shall be prepared by the operat<strong>in</strong>g organization, shall be<br />

kept for an agreed time and shall be ma<strong>in</strong>ta<strong>in</strong>ed to a specified quality by appropriate<br />

parties before, dur<strong>in</strong>g and after decommission<strong>in</strong>g.<br />

A comprehensive quality assurance programme under the operat<strong>in</strong>g organization’s<br />

management system[7] shall be applied to all phases of decommission<strong>in</strong>g. The<br />

programme shall <strong>in</strong>clude the ma<strong>in</strong>tenance and archiv<strong>in</strong>g of documents and records<br />
