3. <strong>Basic</strong> Pr<strong>in</strong>ciples Of Nuclear Safety<br />

(4) Radioactive waste management, (e.g. determ<strong>in</strong>ation of national policy);<br />

(5) Public liability, (e.g. implementation of national regulations and <strong>in</strong>ternational<br />

conventions concern<strong>in</strong>g third party liability);<br />

(6) Physical protection and safeguards;<br />

(7) Water use and consumption of food;<br />

(8) Land use and plann<strong>in</strong>g; and<br />

(9) Dangerous goods transport safety.<br />

The regulatory body may also have additional functions. Such functions may <strong>in</strong>clude:<br />

(1) Carry<strong>in</strong>g out <strong>in</strong>dependent radiological monitor<strong>in</strong>g <strong>in</strong> and around nuclear facilities;<br />

(2) Carry<strong>in</strong>g out <strong>in</strong>dependent test<strong>in</strong>g and quality control measurements;<br />

(3) Initiat<strong>in</strong>g, coord<strong>in</strong>at<strong>in</strong>g and monitor<strong>in</strong>g safety research and development <strong>in</strong> support<br />

of its regulatory functions;<br />

(4) Provid<strong>in</strong>g personnel monitor<strong>in</strong>g services and medical exam<strong>in</strong>ations;<br />

(5) Nuclear non‐proliferation monitor<strong>in</strong>g; and<br />

(6) Regulatory control of <strong>in</strong>dustrial safety.<br />

Care shall be taken by the regulatory body when such functions are undertaken to ensure<br />

that conflicts with the ma<strong>in</strong> regulatory functions are avoided and that the prime<br />

responsibility of the operator for safety is not dim<strong>in</strong>ished.<br />

3.7.3. Organization of the regulatory body<br />

The regulatory body shall be structured <strong>in</strong> a manner that ensures that it is capable of
