3. <strong>Basic</strong> Pr<strong>in</strong>ciples Of Nuclear Safety<br />

The <strong>in</strong>stallation must be endowed with excellent <strong>in</strong>tr<strong>in</strong>sic resistance to its own failures or<br />

specified hazards <strong>in</strong> order to reduce the risk of failure. This implies that follow<strong>in</strong>g<br />

prelim<strong>in</strong>ary del<strong>in</strong>eation of the <strong>in</strong>stallation, as exhaustive a study as possible of its normal<br />

and foreseeable operat<strong>in</strong>g conditions be conducted to determ<strong>in</strong>e for each major system,<br />

structure or component, the worst mechanical, thermal, or pressure stresses, or those due<br />

to environment, layout, etc. for which allowance must be made. Normal operat<strong>in</strong>g<br />

transients and the various shutdown situations are <strong>in</strong>cluded <strong>in</strong> normal operat<strong>in</strong>g<br />

conditions. The <strong>in</strong>stallation components can then be designed, constructed, <strong>in</strong>stalled,<br />

checked, tested and operated by follow<strong>in</strong>g clearly def<strong>in</strong>ed and qualified rules, while<br />

allow<strong>in</strong>g adequate marg<strong>in</strong>s with regard to specific limits at all times to underwrite correct<br />

behavior of the <strong>in</strong>stallation. These marg<strong>in</strong>s should be such that systems designed to deal<br />

with abnormal situations need not be actuated on an everyday basis.<br />

A moderate‐paced process with a computer‐based control system will dim<strong>in</strong>ish operat<strong>in</strong>g<br />

staff stress hazards. Man‐mach<strong>in</strong>e <strong>in</strong>terface provisions and time allowances for manual<br />

<strong>in</strong>tervention can make a significant contribution.<br />

In the same way, the various disturbances or hazards deriv<strong>in</strong>g from a source external to<br />

the plant and which the <strong>in</strong>stallation must be able to withstand without operat<strong>in</strong>g<br />

disturbances or, <strong>in</strong> other cases, without caus<strong>in</strong>g significant radioactive discharge, shall be<br />

specified. Site selection with a view to limit<strong>in</strong>g such constra<strong>in</strong>ts can play a decisive role.<br />

In this way, it is possible to determ<strong>in</strong>e a reference seismic level, extreme meteorological<br />

conditions expressed as w<strong>in</strong>d speed, weight of snow, maximum over‐pressure wave,<br />

temperature range, etc. The new stress factors thus derived shall be used <strong>in</strong> the same way<br />

as before.
