3. <strong>Basic</strong> Pr<strong>in</strong>ciples Of Nuclear Safety<br />

(12) Set out the arrangements for provision of f<strong>in</strong>ancial security with respect to any<br />

liabilities;<br />

(13) Set out the responsibilities and obligations with respect to f<strong>in</strong>ancial provision for<br />

radioactive waste management and decommission<strong>in</strong>g;<br />

(14) Def<strong>in</strong>e what is an offence and the correspond<strong>in</strong>g penalties;<br />

(15) Implement any obligations under <strong>in</strong>ternational treaties, conventions or agreements;<br />

(16) Def<strong>in</strong>e the <strong>in</strong>volvement of the public and other bodies <strong>in</strong> the regulatory process;<br />

(17) Specify the nature and extent of application of new requirements to exist<strong>in</strong>g<br />

facilities and activities.<br />

If other authorities, which may not meet the requirements for <strong>in</strong>dependence are <strong>in</strong>volved<br />

<strong>in</strong> the grant<strong>in</strong>g of authorizations, it shall be ensured that the safety requirements of the<br />

regulatory body rema<strong>in</strong> <strong>in</strong> force and are not modified <strong>in</strong> the regulatory process.<br />

The regulatory body shall have the authority:<br />

(1) To develop safety pr<strong>in</strong>ciples and criteria;<br />

(2) To establish regulations and issue guidance;<br />

(3) To require operators to conduct safety assessments;<br />

(4) To require that operators provide any necessary <strong>in</strong>formation, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong>formation<br />

from their suppliers, even if proprietary;<br />

(5) To issue, amend, suspend or revoke authorizations and to set necessary conditions;<br />

(6) To require operators to perform systematic safety reassessments or periodic safety<br />

reviews throughout the lifetime of a facility;<br />

(7) To enter at any time sites and facilities to carry out <strong>in</strong>spections;<br />

4) As def<strong>in</strong>ed <strong>in</strong> the Protocol to amend the Vienna Convention on Civil Liability for<br />

Nuclear Damage of 1997.
